Code of Practice on the Identity Card Number and other Personal Identifiers
V. ALL PERSONAL IDENTIFIERS (INCLUDING
THE IDENTITY CARD NUMBER) The following paragraph seeks
to give practical effect to the Personal Data Security SafeguardPrinciple
(Data Protection Principle 4): A data user shall take all reasonably practicable steps
to ensure the security of any system it controls for
assigning a personal identifier to an individual. Such
steps shall include all reasonably practicable measures
to safeguard against the unauthorised assignment of
the personal identifier to an individual and to prevent
the unauthorised production of the identification documents,
if any, it issues bearing the personal identifier that
